David Barry

David Barry, managing director at Kroll, is one of the world’s pre-eminent delay experts with over 30 years of programme, project and construction management experience spanning a wide range of industries that include major civil, commercial, environmental, industrial, institutional, process and energy works.

He specialises in critical path method scheduling as the principal tool in managing complex construction projects and programmes that have included airports, bridges, hospitals, highways, industrial plants, land reclamation, light and heavy rail transportation systems, mechanical and electrical installations, mining works, office buildings, process plant, and shipbuilding.

David also acts as a dispute advisory board member, arbitrator and mediator. He has had a number of appointments as court/tribunal-appointed expert where he has considered and reported upon issues such as project and construction management performance as well as acceleration, concurrency, delay, disruption, float ownership, mitigation responsibility, resource usage and other planning issues.

David has a wealth of experience encompassing programme, project and construction management, contracting and consulting, planning and programming, cost estimating and control, value engineering and risk analysis, as well as claims analysis and dispute resolution. He is a reputable expert witness on construction project management and delay/programming issues and has extensive testifying experience.

David founded Blackrock Programme Management in 2009, which later became Blackrock Expert Services in 2017 and was acquired by Kroll in 2020.
