
The Hon Mr Justice David Barniville

The Hon. Mr Justice David Barniville has been President of the High Court of Ireland since July 2022 and is an ex officio member of the Court of Appeal, the Supreme Court, and the Council of State.
He was appointed a judge of the High Court in December 2017, following almost 27 years in practice as a barrister and Senior Counsel in the Irish and European Courts. He served as judge in charge of the Commercial Division (2019–2021) and previously the Strategic Infrastructure List (2018–2019) and is designated Arbitration Judge for the High Court. He was appointed to the Court of Appeal in August 2021.
Mr Justice Barniville is a member of the Board of the Courts Service and of the Judicial Council and is Chair of the Finance Committee of the Courts Service and of its Investment Committee. He is also a member of the recently established Judicial Appointments Commission (having been a member of its predecessor body, the Judicial Appointments Advisory Board, from 2014-2016 and 2022-2024).
President Barniville served as President of the Association of Judges of Ireland (2019–2021) and Chair of the Judges Forum of the International Bar Association (2022–2024), where he now sits on the Advisory Board. He is a judicial fellow of the International Academy of Trial Lawyers and the International Society of Barristers.
Prior to his judicial appointment, he chaired the Council of the Bar of Ireland (2014–2016) and Irish Rule of Law International (2015–2019). He was a member of the Bars of Ireland and of England and Wales, and is a Bencher of the King’s Inns, Dublin, and of Middle Temple, London.

David Foxton became one of the judges of the Commercial Court in 2020.
He is authorised to sit in cases in the Financial List and the Competition Appeal Tribunal. He also sits in the Administrative Court and other King’s Bench work, including crime.
Mr Justice Foxton studied law at Oxford University and King’s College, London. He is the general editor of Mustill & Boyd Commercial and Investor State Arbitration and a general editor of Singapore International Arbitration Law and Practice. He was called to the Bar by Gray’s Inn in 1989.
He practised as a barrister at Essex Court Chambers from 1989 to 2020, acting in a broad range of commercial disputes, and also accepted appointments as an arbitrator.
He was appointed a Recorder in 2009, and a Deputy High Court Judge in the Commercial Court and the Chancery Division in 2017. His experience includes handling disputes under ICC, LCIA, ICSID and UNCITRAL arbitration rules arising out of concession agreements, licences, production sharing and operating agreements, joint ventures, EPC and other construction agreements, host government and inter-governmental agreements, management and service agreements, distributorships, investment agreements, financing agreements and derivatives and post-M&A matters. He also has extensive experience as counsel for both private investors and States handling disputes under bilateral investment treaties (BITs) and the Energy Charter Treaty (ECT), and has also been counsel in several ICSID annulment proceedings. He has advised States on the negotiation and drafting of treaties, headquarters agreements and intergovernmental agreements

Claire Stockford specialises in arbitration, both international commercial arbitration and investor state disputes. Claire was called to the Bar of England and Wales in 1999. Before joining Quadrant, Claire spent more than 20 years practising from the London offices of international and UK law firms, for the last seven of those years as a partner. Claire advises and advocates for clients in disputes across a range of industries from oil and gas to hospitality, concerning jurisdictions as diverse as Kazakhstan and Madagascar. Jacomijn (Jackie) van Haersolte-van Hof is a highly regarded independent arbitrator, Professor of Law at Leiden University, and former Director General of the LCIA (2014-2024). She has acted as arbitrator and counsel in numerous ICC, LCIA, ICSID, UNCITRAL and SIAC matters, with expertise spanning commercial, investment, energy, M&A, transport, commodities, shipping and insurance disputes, including cases involving sovereign states. Before leading the LCIA, she practiced as an arbitrator and counsel at leading international firms and her own boutique practice. She remains a prominent figure in international arbitration through her academic work and her institutional appointments. As of 1 July 2026, Jackie is a member of the Challenge Committee of the Netherlands Arbitration Institute.

Tom Ventrone is responsible for oversight of the administration and management of all arbitration and dispute resolution cases filed within the Commercial and Construction divisions of the American Arbitration Association and the International Center for Dispute Resolution (ICDR-NY). This includes the direct supervision of senior staff, including attorneys, who provide high-quality case management services to parties, counsel, and arbitrators who participate in the process. The AAA presently initiates over 12,000 new B2B disputes each year, including over 800 new matters filed within the ICDR involving parties from more than 96 countries. In addition to his role as manager of case administration activities, Tom serves as a member of the AAA-ICDR operations management team, working with fellow vice presidents and senior management to develop, refine, and promote the AAA-ICDR’s service offerings. He has also served as a staff facilitator for Arbitrator training sessions and is a trained mediator.
Mr. Ventrone spent many years serving the public in the Superior Court of the State of New Jersey. He served as the manager of several departments within the Essex County (Newark, New Jersey) Family Court, including the management of several Complementary Dispute Resolution (Court-annexed) programs such as the Family Mediation Program and Child Support/Domestic Violence Hearing Officer Program. He is a member of the New Jersey State Bar and has served as a state-certified mediator.
